Would it be better to get a few laser treatments first so you lighten the old one up a little before you trace over it with new ink?

If you have a lot of dark color it is very good to get laser done to break up the darkness of the old tattoo. Once its faded it will become just like new again and you can put new ink without any trace of the old one.

You have to wait about 4-6 weeks between laser sessions so it will take a lot longer to fade it then it would be to just cover it up.

Will the laser make it harder for your skin to accept ink next time?

No it does not it just is taking the pigment away a little but as long as you put ink over that patch you wont be able to tell the difference
